The Community Access for Disability Inclusion (CADI) waiver enhances affordable senior housing and retirement options for individuals with disabilities. It supports those needing nursing facility-level care to receive services in community settings, such as their own or a relative’s home. In 2022, the CADI waiver served 35,084 Minnesotans monthly, with an average cost of $4,396 per person, funded by state and federal sources. Eligibility includes being on Medical Assistance (MA), certified as disabled, under 65 at first access, and needing nursing facility-level care. Services must be necessary for health and safety, not covered by other funding, and cost-effective. The CADI waiver offers services like 24-hour emergency assistance, adult day services, caregiver support, case management, chore services, residential services, crisis respite, customized living, employment development, home-delivered meals, and transportation. To apply, contact your local county or tribal social service agency. The CADI waiver promotes independence and inclusivity in senior housing and retirement communities.
