2. Elderly Waiver (EW) Program

The EW program funds home and community-based services for people aged 65 and older who require nursing home-level care but choose to live in the community. EW offers services that extend beyond what is available through Medical Assistance, promoting community living and independence.

To be eligible for EW, a person must be a Minnesota resident, aged 65 or older, assessed to need a nursing facility level of care, and be eligible for long-term care payment under Medical Assistance. Additionally, they must have a community support plan that can ensure their health and safety within the individual budget established by their case mix classification.

Services covered under the EW program include adult companion services, adult day services, case management, chore services, customized living, environmental accessibility adaptations, family caregiver services, home-delivered meals, personal emergency response systems, respite, specialized equipment and supplies, and transportation (non-medical), among others.
